Solid Waste Transport Operator

Reports To: Lead Hand Solid Waste/Manager of Operations

Location: Kenloch, NS

Position: Full-Time


The Municipality of the County of Inverness is seeking an experienced Transport Operator who will be responsible for the safe operation of a transport truck and trailer to move solid waste. Under the direction of the Manager of Operations, the Transport Operator conducts this service in compliance with all applicable Ministry of Transportation regulations, minimizing on-the-road costs and avoiding damage to equipment or property, and with respect for his/her own personal safety and the safety of others on the road. He/she ensures customer service commitments and targets are achieved. This position adheres to all Municipal, Provincial and Federal legislation at all times. This position assists his/her team ensuring that the solid waste facility maintains the highest level of compliance.


  • Safe operation of a transport truck and trailer.
  • Perform any required maintenance to the transport truck. Particularly, but not limited to, checking fluids, greasing, checking brakes, etc.
  • Fuel the transport truck when necessary.
  • Load or assist with the loading of solid waste into the truck trailer.
  • Unload trailer upon arrival according to the facility’s rules and guidelines and proceed with necessary paperwork.
  • Responsible for the coupling and uncoupling of the transport trailer.
  • Strict adherence to applicable Ministry of Transportation regulations, Nova Scotia Environment Approvals, Guidelines, Act and Regulations.
  • Operation, inspection and general maintenance of equipment including keeping the machines clean and in good operating order. This shall include, but shall not be limited to, use of equipment at the facility for such tasks as:
    • moving and managing waste;
    • moving metals and appliances as appropriate;
    • moving of stockpiled material and bins;
    • loading of waste into transportation trailers in such a manner as to eliminate damage to the trailer, other equipment and municipal property;
    • mowing, ditching & landscaping property.
  • Carrying out required repair and maintenance activities of site infrastructure with the use of heavy equipment including access roads, ditches, leachate collection system, transfer station and scale.
  • Assist with general grounds keeping, litter control, lawn care, snow removal, etc.
  • Assist with dumping the cooking oil bins when necessary.
  • Making recommendations to the Lead Hand – Solid Waste Facility for major and minor work required on site and for heavy equipment.
  • Attendance of training courses as suggested by the Manager of Operations.
  • Operation of the Solid Waste facility scale as required. This is to include but shall not be limited to such tasks as:
    • Collection of information related to incoming loads such as customer details, date, time of delivery, quantity and type of material (Municipal Solid Waste, C&D, Metals, etc), waste origin and vehicle identification. Recorded in a suitable format;
    • Directing of residents to appropriate drop-off locations and general coordination of the site.
  • Operating heavy equipment as required.
  • Reporting all near-misses and incidents to OHS Specialist/Manager of Operations immediately.
  • Maintaining courteous and positive public relations with ratepayers, including residents of the community, representatives of organizations and visitors by delivering quality service.
  • Overseeing and performing work based on applicable bylaws.
  • Commitment to achieving excellence in safety, quality service and cost management through high level continuous improvement systems.
  • This is a dynamic position and there are other duties that may be assigned from time to time.


  • Adheres & assists in ensuring all policies and procedures set forth by the Municipality of the County of Inverness are observed at all times.
  • Reports to OHS Specialist/Manager of Operations, all Occupational Health & Safety related injuries or property damage regardless of its severity.
  • Reports to OHS Specialist/Manager of Operations, all work situations which are suspected of being unhealthy or unsafe.
  • Reports to OHS Specialist/Manager of Operations, any employee whose on-the-job performance or actions contravenes established safety procedures or work practices.
  • Assists in submitting reports on accidents and other hazardous conditions discovered and promptly attends to all hazardous situations.



  • Responsibility for Resources: Only on the approval from the Manager of Operations can purchases of supplies be carried out. Record all transactions after such approval. Ensure inventory of equipment/tools are on site.
  • Safety, Well-being and Interests of Others: Maintain courtesy and tact in receiving information or complaints from the public. Provide a brief explanation and decide whether to escalate a concern to the Lead Hand – Solid Waste Facility or the Manager of Operations. Maintain composure when dealing with issues and dealing with unreasonable or verbally abusive members of the public. Extreme care is to be taken in the operation of heavy equipment so as not to cause damage to municipal or rate payer property.


  • High school diploma or equivalent General Education Diploma (GED) or Completion of post-secondary education.
  • Class 1 Driver’s license with Air Brakes is required.
  • Certification related to heavy equipment operation or fifteen (15) years of operator’s experience.
  • Valid driver’s license.
  • WHMIS and First Aid Training.
  • Working knowledge of requirements of the NS Motor Vehicle Act and the National Safety Code including, but not limited to, daily trip inspections, reporting of defects and abnormalities, driver’s logbook and roadside inspections.
  • Ability to work cooperatively and effectively in a team environment as well as independently.
  • Ability to understand and execute oral and written instructions and maintain records as assigned.
